Well person doesn't really pay for play time in a sense, as person pays the same amount regardless of how little or lot they play during that time frame.

They pay for thirty days of play time. Whether or not they choose to play is irrelevant. The service offered is thirty days.

We pay for access to the servers which lasts for 30 days (by default, other time frames are offered), but everyone who plays this game has willingly agreed to the terms of service which states that we are not guaranteed access at all times in that 30 day period.
