Right now, it's actually pretty fair if it's based on Seals, because it'll self balance itself out, whereas if its based around quests or securities, those who really want their names plastered on the website all the time can easy manipulate it. You could argue you can just make a new character, but if you really want to go through the initiation process every single week, more power to you.
In your example, Newbie gains 5k seals, becomes a recogonized member however he's still a fairly low level newbie and more than likely few friends/access to many areas versus...the veteran who can grab a few buddies and basically cement their names on the website the next week and following weeks after.
So in a way, it would go from unfair because newbie gains an auto 5k seals, to unfair because someone with more power and options to them being able to accumulate the appropriate seal amount needed constantly, so what I basically see is you dislike the fact someone new to the game can get recognized rather than someone who's done everything already. That way is more unfair than the current system which can actually balance itself out. It's like the Maat's Cap from FFXI, before they recognized people who got them legitimately because it was rare, then with the inclusion of Abyssea almost everyone has one so it no longer matters.
It's just a small spotlight, you're not getting millions of gil or anything for being on the website. So once they expand Grand Company stuff it'll balance out even more if its based on Seals gained.
