Flying Text Settings Not "Saved"

Steps:
1. "Flying text" was originally off prior to patch.
2. With patch "flying text" started to appear again, the setting was still unchecked.
3. Display Pop-up Text was then unchecked.
4. Flying text would still appear.
5. Checked Flying Text and Pop-up Text ON then OFF again and there was no longer flying text.
6. Went into various instances through trials roulette and/or cross server party finder.
7. Flying text started to appear again, both settings still UNCHECKED = OFF <----Not working correctly.
8. Went out into the open world solo, hit a few mobs, flying text was still appearing, settings were still OFF.
9. Again turned them ON and OFF again and flying text disappeared = working.
10. Just ran Expert Roulette, flying text still working, finished dungeon fought open world enemies flying text still working.
11. Maybe cross server party finder is not "remembering" the settings as OFF even though they stay unchecked and it is somehow reapplying as ON without being checked.

Confirmed. I'm on PC, getting the exact same thing.
