Gameoverlayrend is a Steam thing, I believe. Try running the game from outside of Steam and see if that makes a difference, I guess.
Otherwise, run DX9 mode until there's a real solution. My usual response to DX11 problems is to run the game in Fullscreen instead of Borderless Window, since DX11 seems to crash a lot in borderless. But if you can't even get into the game, it's something else.
So far I've only gotten it while entering Mist where our FC house is located, it has happened when I've exited our house and when I've teleported into the zone using the free company estate teleport.
No issues so far using the private estate teleport to lavender beds or apartment teleport to Goblet.

Just adding my info in case it helps somehow. I only have the problem when loading into Seal Rock. The other frontlines work fine.
The thing is im on a clean install. I thought something was corrupt/conflicted so just reinstalled. Im not using any graphic changes from default outside of turning volume down. Unless its an issue with UI then i dont know what is wrong.
So when i load into Seal Rock i can see chat moving and people talking. But its just a black loading screen for me. Then i get the error on the right. I turn off DX11 and try to log on again in DX9 and get the error on the left. I dont know what the hell is causing this but its frustrating cause it locks my character out till either the match ends or something resets.

Randomly happen after the end of dungeon/raid/trials etc
I went through some great lengths to fix this problem specifically only for ff14, change vsync to off change trilinear to bilinear, on the login screen before you type in your account name and password in that lobby go to settings and change *use directx* option to none or off, this all helped me
I'd also have to be looking at the options to remember the other changes I'll post it when I'm looking at it later
DirectX9 mode "works" for me, as in I can play for a moment and then the game hangs the PC without even an error. Doesn't happen in any other game, benchmarking software etc. And the subscription days are ticking down... great -_-
Nothing helps the DX11 mode even start though. Just that error from the get go. It's like a diarrhea that just won't go away xD
If everything else is working just fine on your rig, this has to be a driver error and i think it's a conflict between the drivers (Dx11) that come with the game and the drivers that come as a standard on windows (Win10/Dx12 for example)
The game works on Dx9 so i can't really think of anything else. Unfortunately uninstalling DirectX isn't that simple.
Dx end-user runtime web installer repairs corrupt files if there are any.

If everything else fails, there's reinstalling from scratch (windows/full format) Avoid unnecessery junk like Nvidia experience and the like.
A needle in a haystack is what this is. If your game hangs on both Dx modes, there's something else going on.
If your game hangs with a jarring sound looping in the background, i'd double check the ram.

same issues here, always when teleporting to Lavender beds ( personal and FC house) sometimes even when returning from an instance to outside >< Never had it before the patch
