From 3 different pvp achivment. By exemple u get on by doing 10 win in front with a title gave by a person with a black dress. Check lodestone database.

Yes, they are all PvP achievements.

There's no other NPC there. The only one that's there is for Wolf Marks.

We haven't even gotten a clear answer about whether it will end.

Some players are speculating that it's a permanent part of the game, based on the lack of a specified end-date and the fact that achievements aren't listed under the Seasonal tab of the achievement log. Others are speculating that it's a limited time event based on it being a crossover, being referred to as an event, and on a comment a while back that it would last longer than the Yo-kai event. Or perhaps it could be some kind of combination, like the gear is only available for a limited time, but the mounts are permanent. I don't know.

That the MGP vendor items that are a part of this aren't being added until 3.55 means it's clearly longer than that at least. I think that's the most specific thing we truly know.
