
What is the benefit of this mechanic? Sounds like a way to have higher level players farm things for lower level players. The random loot distribution is across the zone and yet the option to "Give" loot to another member is only a few yalms.

That's just the way it turned out to work. I doubt it was designed that way with a specific purpose in mind. It may be odd, but adjusting it is probably more effort than it's worth, since it's not really a problem to begin with.
It's no different than having the high level player farm stuff first and then trade later.
I agree that the "give" radius is way too short.
