I don't think the devs should do a repeat of 3.0 where the new additions had to wait for weeks and collect tomestones to have a unique set for the job. I think we could forgo 1 unused crafted set (throw in a repeat if you must) so that resources could be put into 2 sets for the new job, a 50/60 iconic quest rewarded set and the new weekly tomestone specific set. I'm not really looking forward to not even looking like a basic RDM until a month or more after release (depending on the tomestone gear costs/implementation.)
