If my team isn't taking damage I usually heal the other team, especially the boss tank. If the other team's healers got wiped out I'll res the healers first but other teams can't give you commendations in an Alliance.

I know people in other parties can't comm me. It's still worth res-ing them though because it counts towards achievements.
