Given that currently she could probably break out on her own she probably won't be freed till some point in the future of the MSQ. All that is keeping her there is her own feelings on why she should stay there.

Tiamat dialogue spoilers so hiding it
She unfortunately wants to be kept prisoner because she feels it is her punishment for what happened to Bahamut....I wish there would be some way to heal her heart about it though and make her want to be free so that then we could help free her so she can live again.

Poor Midgardsormr. His first brood has the worst luck..
Bahamut died.
Ratatoskr died.
Nidhogg was consumed by rage.
Hraesvelgr was consumed by grief.
Tiamat was consumed by guilt.
Arguably Hraesvelgr is better off right now than he was before... arguably. He did have to fight his own brother, and the scars of that battle are quite obvious given the damage to his wing. However, I can't help but think he'll go back to grieving. He seems content to do that and let his children build a better future with mortals, if they so choose to.
I think she already served her role, which is to show the WOL the mistake she made and how it tied in with the story in regards to Bahamut and the history of the dragons. She isn't going to do anything else but sit there as her self punishment because she chose to do so.
