You have a number of options available. First off, there's your hunting log, which is unique to each class and can be done starting at level 1. You can also begin doing leves at level 1, though that won't be very reliable starting out but can be a nice bonus. At level 5 you can begin levequests (You first unlock the level 10 leves during the MSQ, but once you do you can unlock level 5 leves for your other classes at Scorpion Crossing, Red Rooster Stead, and the Bannock) which are repeatable and a decent chunk of xp. At level 10 you can begin guildhests, which have a first-time completion bonus for each class. Finally, as you're already aware you unlock dungeons at level 15, which tend to be the most effective.

A few other methods available to you are the challenge log, just try to make sure you finish them on the alt you wish to level and reap the weekly bonus. There's also leveling roulette and guildhest roulette which will offer bonus xp once per day. Also, you should be doing your class quests every 5 levels for your important quest abilities on top of the xp and gear they provide.

Lastly, there is Palace of the Dead. It's definitely fast, though you'll level up your fake level inside even faster, so I wouldn't really recommend it if you're looking to learn your class as you go or keep it geared for your class quests outside. That said, if you're the type who wants to just get it to 60 ASAP and then deal with learning how to play and gearing up, this is probably the way you should go.
