Not Able to Use Abilities

Figured since it is locked it would be good to give some info from me as well.



Platform:
Windows Vista and 2 other PCs with Windows 7.

ISP:
N/A

Type of Internet Connection:
DSL x2 and the 3rd PC cable.

Internet Connection Speed:
dunno, differs with each house.

Date & Time:
dates, too many times to remember, nor did I keep track of the last time. EST.

Frequency:
Sometimes
Would say its a 25% chance to happen or less. It happens randomly, but after a shutdown/restart the problem goes away. (so depending on how long i play, this can happen 25%~ of every time me or my friends start up FFXIV. Doesn't kick in right away, except once.)

Caydence Esprit
Lyhn Basset (I think she is deleted now, since he quit the game.)

Hyur M, Hyur F, and Miqo'te

World:
Fabul and Myssida

Class/Skill Rank:
GLA LNC THM MRD CNJ PGL so far. 1-46

Physical Level:
Doesn't exist anymore.

Area and Coordinates:
It happened so many times in too many different areas to go back to.

Party or Solo:
Both Solo and in a Party of 2. (But I have yet to see it happen in a PT of 3+)

NPC Name:
None (Other than skills on enemies.)

Monster Name:
Both None and many enemies.

In-Game Time:
Too many times to have kept track.

Now that I think of it, it was usually during a Leve. Maybe once or so outside of a leve.
No macroes were used.
Just moving over to each ability, and trying to use them when they were ready.

At 1st I thought the ability wasn't ready, and the glitch just made them appear ready.
But then I found out this was wrong, when I waited longer than the cool down, and the ability still couldn't be used.

The message reads " 'Ability Name' cannot be used."
