Players will now be able to share information with those they have recently partied with via the Contact List feature.
The Contact List can be found under Social in the Main Menu.
The character and World names of the last fifty people you have formed a party with via the Duty Finder and Raid Finder. This also includes any cross-world party members. The following features can be accessed by selecting a player from the Contact List and opening the subcommand menu:
Player characters on your World Server
Send Tell
Invite to Linkshell
Send Friend Request
Add to Blacklist
Target

Sadly, it is.
I hope they can adjust this later, so you can add people from other servers to your friend list/invite to linkshells/more comfortable way to form parties/etc. (Like Blizzard did with WoW long time ago)

I don't think so. I think that's a typo. They said the contact list effects all including players from a different world. And that last line does not make sense as a sentence and is out of place imo
The patch notes are very explicit. Pori-Pori is right in their observation that you will only be able to blacklist others on other servers, though I have the feeling that the infrastructure has been set up for this request to be met in future patches.
Want contact with other world mewish i can say if i do a pf or if want do a private pf. And give the code of my private pf , if i do , to pple from another world :/

Regarding the status of Patch Notes (preliminary) - look at them as an unedited draft of a document. There *will* be mistakes to facts, there *will* be translation errors & there *will* be information missing. Until the Final Patch Notes are released we can't say for certain & it's not unusual to see something from the preliminary notes to change completely between, for example, the French draft & the English final.
On a personal note, I can't see them implementing cross-server linkshells just yet due to limitations (urgh, sorry) but it's technically possible if changes to things such as how character ID is handled are made.

I do hope in the future they'll allow us to have friends from different servers. Step in the right direction, but I hope this is still a work in progress.
