Maybe back in the day when Viera was advertised with no headgear at all but to make up for it a ton of customization options which would include many of these headpieces?
It looks like it could just be a "what they wear underneath their full starter gear" concept, with baggy pants under the sollerets, not wearing the waist wrap that goes over it, and a variant on the metal headgear attached to some of the hairstyles. The top and gloves look like a rough-sketch version of what they ultimately got in the game.
By the time they started working on male Viera, the female model had been released and they would have known that there were no unique hempen models to be designed, so it's likely either an idea for starter gear or wishful thinking on the concept artist's part.
(All that said... yet more proof that they should have been given the strappy Miqo'te top rather than the boring Midlander tank top.)

Mine says 104 pages? But what I really don't understand is why you'd want race specific clothes? Especially nightwear?
I can understand locking starter gear but even that's a stretch as nothing there really screams "this is race x specific cultural wear" and more like "here's some rag tag clothes until you can enjoy something you like". Most gear that Miqote tribes and Au Ri tribes wear we can also wear so imo the cultural argument falls flat anyway.
There's an option to show a total of 40 replies per page vs. whatever the default amount is (far less). Some people get all smug about their choice of settings for some reason. :3
Had XIV been a game where each race comes with, and only has, unique hairstyles and unique armor designs, I could see someone not wanting to share one of the racial styles. However, XIV has made it pretty clear at this point that everyone gets everything, and it all pretty much looks the same regardless of what race you play. (and yeah, anyone can wear the Shisui gear, the Steppe gear, Ala Mhigan gears and the Bozja Resistance coats. This is a bit of a stretch, but we can wear the Garlean gear too, not only the ones dropped from dungeons, but also the ones the MSQ gives us to infiltrate bases with)
The underwear one is especially jarring considering we're all human"oid". More human than "oid", even, as the things that change the most are our heads and the presence of a tail. Whether we're small or large is, at least to me, a minor point considering we literally scale everything to fit both a Lalafell and a Roegadyn anyway. Au Ra have a slighter pass because they have scales across their body so they might not feel okay with tighter fits, but if you look at their take on the hempen set, it doesn't discriminate over them having scales, as other gear pieces don't either. Hi, I come in dire need once more to ask Mr. YoshYosh Yoshipi to allow my bunny belly to wear the dragon belly sweet top as our original hempen top, besides not exclusive like all the other races, is also atrocious.
