They've already been partially unlocked. There are some male hyur wearing the elezen ones since SB.

While I disagree and want the hempen sets unlocked, I would also very much support actual racial restricted garb.

Nothing really racially unique about a negligee. More sets along the lines of the starter armor, or just regional stuff (think far eastern/Mongolian for Au Ra, or Scottish/North Europe for Highlander) would be sweet.

Back when I played a female au ra, I was always really jealous of the miqo'te hempen top because it's just a basic tank top and there wasn't another one quite like it. But, now there is.

This, 100%. Either everyone gets a unique set or everyone gets every model. The current situation sucks.
