Simple enough, those "more unique, high quality items" require more work than resizing these, and you still have the same quantity result of one more top that your character can wear.

It's not wasting time if people want it, and the item models already exist so theoretically they can just work whatever magic they do when they create gear for basic human shape first and convert it to fit all the other races.

Plus the items would get more use overall if everyone had access to every style, because that means there are seven chances for the designs to work with your glamours instead of one. (Really, have you seen how nice the Elezen camise looks? Or Miqo'te being a simple halterneck top? I think they would get a lot of use.)

Also, some races just get stuck with weird hempen outfit styles and it would be nice for them to not be walled in to only having that one style available.

Would that be an actual problem? Aside from a number of the male styles being physically unviable for female bodies within the game's rating, at least...

I think it would be less likely to happen, though. More redesign work for the devs, and I think people would be calling for it now if they wanted it.
