Personally think he will drop i265 and MAYBE 270, but the difference is, you can spam him to get ur weapon day1, A12S u cant.Somehow I doubt Zurvan is going to be as hard as A12s if he drops a junk weapon. It would probably run into an itemization problem unless he drops way better weapons than expected otherwise you might as well just do A12s at that point.
I guess stranger things have happened like Bismarck.

I feel like a fight dropping a 265 weapon that is as hard as a 270/5 loot producing fight is bad. You can even just go get a dip from A11s after 4 weeks from books if you lose the rolls on top of doing A12s. Once the dip is available to everyone that would make it even worse.
If the relic starts at 270 that might further remove people from bothering. The effort/reward ratio would be terrible not even getting into it would barely be puggable. That's just me though.
If the weapon is 270 that might be passable but 265, meh.

With more people "attempting" or doing EXs over Savage, I wouldnt put it past SE to give it 265 (though 270 still requires at least 4 wins in A11S, which takes a month, unless u get lucky on the drop)I feel like a fight dropping a 265 weapon that is as hard as a 270/5 loot producing fight is bad. It's obvious it's gonna be 265
The devs are nothing if not predictable.
Nidhogg: ilvl 220; dropped ilvl 235 weapons
Sophia: ilvl 235; dropped ilvl 250 weapons
Zurvan: ilvl 250; will drop ilvl 265 weapons
the new all-birds mount is still locked behind zurvan tho, so guess there is that reason to do it
But that's wrong. Sophia Weapons are ilvl255. So by your progression, it would be ilvl requirement 255, for an ilvl 270 weapon. But we already know the requirement is 250, so that progression doesn't work.

If SE wanted to give us a cheap/dirty nerf to the umbrite step, they could allow the chance for bonus stats to occur at 0/240 instead of waiting until 120/240. Maybe one could argue Ulan needed to make that many sands before finding ways to optimize the process and generate the occasional extra, but that argument loses water the moment you start a second anima at that step.
Guess I'll wait for 3.55. Just started the step with Crystal Sand and Umbrite. If they're going to nerf it I'll stockpile my tomes and umbrite and wait until the nerf to use them.
