That is correct! It means the land has been purchased, and is awaiting development.

It's also super aggravating when you are desperately looking and thinking "fwa??? I could so be using this right now! Build already!!!"
That happened to me when I got my small house. I had 250 Gil left after buying the plot. I was so worried that people will accuse me of flipping land. Fortunately I emptied enough inventory on MB to pay for the permit the next day.
Granted, this wouldn't have helped you much with just 250 gil, but couple of tips for folks out there who may be reading this:
1) Check the Market Board before you buy from the plaque! Often people who have moved to another ward or come back after losing their house to auto-demolition will list their old permit on the board for less than the original cost, to try to make back a portion of their investment. You can get big discounts, this way (I picked up a 3M mansion permit for 60K!).
2) The exterior type of the permit you buy (wood/stone/composite) doesn't really matter, as long as the district and size match the plot you bought. For example, you can buy a permit for a stone house, and then remodel the exterior in wood. Keep that in mind when you're perusing the MB!
