I dps when I feel I can safely do so, and I don't when I don't. But I've never had someone chew me out for either.

I would fall asleep bored if all I had to do was heal and buff with cards. Switching to cleric stance, whatever that quick cast ability is, and spamming some gravity makes those trash pulls go so much faster, along with clinching some of those dps checks with lesser geared/experienced players.

The forums are not the place to post this. While they are right, in that you should DPS IF YOU CAN (so if you aren't confident in your abilities, that's OK, though I do recommend taking baby steps and trying to take it a little bit at a time, that was how I learned how to manage DPS and healing as a healer, if you have a disability that severely hinders your ability to play, that's fine. In fact most groups are very accomodating of that if they know, but I personally would consider if this game is right for me if that was my situation), you won't be getting sympathy off this forum. Plus you mentioned you got abusive back to them after they called you out. That IS fair grounds for a report. If you'd turned around and said "Sorry, I don't feel confident about DPSing yet" and they reported you, then yes that wouldn't be grounds for a report (at least, not one the GMs would take seriously). So yeah, in this case I think it is warranted.

As I'm sure you are well aware, it takes more than one person to be able to kick a player from a duty, so in all those instances there were at least two people agreeing they'd be better off without you tanking.

"took it less than well and told him off"

Aren't you glossing over this a little too lightly? Because I feel that this might be the actual reason you got reported for

God damnit dude, that's a team base game, if your ask you to do something at least give it a try.
Remember, this thread came up over a hest whose main reason for failure is too much DPS. If the healer is asked to DPS the turtle, they're perfectly right for refusing to do so. Even on a DPS job, I'll stop when the turtle is down about a quarter of its health, leaving the rest for the tank in order to ensure he/she can more easily get it to the right damage level without accidentally killing it trying to keep aggro. As a healer, I won't even touch the turtle, and only DPS the adds.

This thread came up over the main reason the tank was an ass for killing it and calling the healer out. Too much dps in the turtle heist is only possible by brand new players who honestly didnt know better and have plenty of time to stop before its dead. If the healer helped dps to reach the required hp limit to spawn the fire mob then it would save time overall and they could then stop dpsing.

You can only accidentally kill the turtle if there are illiterate AND oblivious people in the party. (Which, itself is a different problem.) The fire sprite appears when the turtle is half health. There is ample time to stop hitting it.

Healers and Tanks should not be forced to dps.

Forced to DPS? No. Encouraged to DPS? Yes.

So you're saying a tank can just sit around and not DPS at all so they can't aggro? Sure, why not?

well that is a dumb way to put my words isnt it?
im saying that tank shouldnt drop tanking/keeping hate/staying alive to do more dps. Is that easy enough for you to understand now?
