I think you missed the point...

The problem is not that people don't want to get gear, they just have "wrong" gearing priorities. Most are focused on accessoires to beat "average minimum item level" requirement to get into harder duties, by neglecting their armor and weapons, because they are more pricey.
In another thread i calculated worth of different gear slots and a weapon has the weight of a complete set of accesssoires or even more, also most armor parts have more weight even to their costs.
Poeple ar so focused in fast item level jumps and accessoires are the easiest way, but they have just half/third of the worth in statpoints like a chest/legs piece or just fourth to fifth to a weapon.

This leads to people with the "correct" average minimum item level by pushing their accessoires but neglecting weapon and armor. This resolves in underperforming players just from their gear.
Poeple can gain access with 250/260 accessoires and weapon and armor of 160 and below...you can find people with HP like they are going into ARF, for the story, with the first level 60 set...but you are in an "expert" dungeon.

From this i suggest to change the requirement from "average minimum item level" to "minimum item level", so every piece of gear has to be at least at this item level and not some pieces, in worst cases (got this 4 times last week) "vital" gear pieces like weapon, chest or legs with abyssmal low item levels...
