The problem is there is no "minimum item level requirement", only a "minimum average item level requirement".
The problem is the "average" which allows to have a very vital equipment, like weapons, on a extreme low item level in comparson with the rest of the gear while beating the "average minimum item level".

A better way would be a "minimum item level", where all items have to be at least that item level or some items cant push the average item level above others.
