Why are spiritbound % on the flavor text of non Convertible Gear that u get from Dungeon, raid... etc

Because as it has happened before, on more than one occasion, the gear gets adjusted to be convertible when it is no longer relevant stat-wise. Just like gear that you could not trade in to the GC's can now be traded in for seals. It all depends on how close it is to the iLvl ceiling really.

I still can't convert ARR dungeon gear to materia, heck i can't convert any untradable gear.

Probably because the coding has condition and spiritbonding default across all armor and arms, regardless of type. Then an exception added later like if the gear is unique or level 1 convert is not possible.

Any particular pieces? I can't check myself right at this moment but I remember converting things from the first couple of dungeons like the plundered set once I was done... And any of the aetherial ones too. Up until the AF sets and the Ironworks I went through mostly crafted gear though as my FC mates and I tried to level them at the same time.

I do not think that they ever changed something from nonconvertible to convertible. That said, they may have and I never noticed it.
Personally, I just think that SB% is one of the universal fields on gear.

Nothing non-convertible has ever changed to convertible. In general you can convert white and pink gear universally. There might be a couple green pieces from like Sastasha that can be converted, I'm not sure about that one way or the other, but the overwhelming majority of dropped gear, no.
I agree with JunseiKei. Spiritbond level is simply an attribute of all equipment and then a separate flag is set to determine whether or not something can actually be converted. Now yes if they'd been clever about it, they'd hide spiritbond level on non-convertible gear, but they just don't.
