They might never do skeletal anything because it's not allowed in the Chinese version so they avoid designing things that way altogether.

There's at least one Skull Eyepatch. I don't know of an entire skull helmet, though.

I think the closest you're going to get to a skull hat or helm is either the Pumpkin Head from a past Halloween event, or possibly Odin's helm (although the later two would be stretching the idea of 'skull' and would be more towards 'demonic'.

The Baron Helm, and the WAR AF1/1.5 and DRK AF headgear is also somewhat demonic/skull like too, but that is more a horned helm with a partial visor that keeps the lower face exposed, so it's probably not what you're after.
