The Mystery Lalafell in the Manderville quest line

I don't know if this belongs here, but I figure the lore sleuths would be the most likely to have an explanation.

At the outset of nearly every Hildy quest, there's a dark skinned, blonde haired, yellow eyed dunesfolk boy somewhere nearby. He has no name, and is never acknowledged by the NPC's. Does anyone know who he is? Does he represent one of the devs? A character trope from sleuthing novels?

Sorry if this has been brought up before. Looking up Manderville only yielded results for glamours for the first several posts, so I decided to ask rather than dig.

Hildibrand Lalafell Theory (Spoilers through 2.4)

There's a Lalafell sitting in a gazebo during one of the HW Hildibrand quests and after you talk to Hildi and there's a cutscene, they Lala is gone...
I can't remember what they looked like though, other then they were wearing a Highland Smock.

He's Nashu's stalker. He actually becomes intractable and you can talk to him when Nashu gets replaced by an imposter during one of the quests. He says something along the lines of "Something's not right." If you know that he's Nashu's stalker, it's clear that he noticed something odd about Nashu and was starting to tell it was an imposter.

Now the reason I know he's Nashu's stalker is because Yoshida himself or someone from the dev team mentioned it a few years back as one of the easter eggs in the game. From a quick google search I noticed this thread. The person most likely posted the thread right after someone from the Dev team talked about it at the event I remember. After looking around, the only event that was close to that was the Nico Nico Cho Kaigi in 2014 (Just 1 or 2 days before that forum post).

Unfortunately since this was a niconico event, there is no youtube archive that I could find on the official XIV youtube channel. And after checking gamerescape, I don't think they wrote up an article with all the information that was talked about at the event since it was 2 days long and all in Japanese.

However this was back in the day a certain Subligar man was live translating events for everyone. After some searching, I did manage to find that certain amazing man's live translation document here.

If you ctrl+f that document and search "Nashu" you can see the conversation that was going on about the lalafell.

I recall him mentioning that, and in the Costa Del Sol wedding arc, I noticed the lalafell stalker under a table. Hildibrand noticed him too.
