It feels like Ishgardians are going to take the right in their own hand and we either are not needed anymore or we are straight up outlawed, hence we are moving away and stormblood is born. That is basically what happened during the end of ARR and what started HW to begin with.

True but it could be they just decide to work for themselves for once and since we already fixed their thousand year old war, we are simply not required anymore.
