Correct. It wasn't so much as a PS3 issue but more of a game engine or server limitation. Having a ton of people in a single zone causes issues, which is why the devs had multiple instances of the same zones for a while during Heavenward's launch.

Initially nothing. Think of it like this, imagine you move house, and your initial house is a tiny little cupboard house with no space. Then imagine that you move into a much bigger, much nicer house, but have the same amount of stuff, and initially only use as much space as you did before. It takes time for the game to grow to accomodate the extra accessibility and space on offer, but the key thing to take away is that the game can grow, it has unshackled itself from the thing that was holding it back and can now freely grow over time. We don't need all of the upgrades at once in 4.0, nor can the devs develop them for the expansion launch, but they do have the freedom in the future now.
