You're operating under the assumption that the deities known as "the Twelve" actually exist at all, something which we have no explicit proof of.

A Primal is whatever its summoners believe it to be. Louisoix partially summoned the Twelve at Cartenau (he planned to kill himself during the ritual to prevent them from being completely summoned, then Bahamut emerged from Dalamud and some improvisation was in order). Wilred & co. were planning to summon Rhalgr during the 2.0 MSQ.

What about this is odd to you?
