Well, we might learn soon enough. Maybe tomorrow. Regula might be able to cast magic. If not him, Zenos. You do not put loopholes in, unless you plan to abuse it.
The question is: Why is is rare at all? They are the only muggle race we know of.





I would not be surprised at all if Garleans were the result of Allagan experimentation. We know that they experimented on the spoken races and such experiments resulted in fairly "intelligent" chimerical creations.
Their 3rd eye is capable of advance spacial awareness, which gives them an advantage when it comes to operating machinery and guns? Perhaps it was their plan on controlling the masses that were revolting since they won't able able to use aether to augment their abilities and use magic?
I even like the idea that proto-Garleans were the base to create the Gigas.
Not sure if it's still the policy, but I do remember reading that Echo users are not liked by the Garleans and are considered the same "level" as the beast tribes.
Back on the subject of Garleans having special op, I think they did make use of Ninjas. But after Gekai's defeat and failure the Garleans no longer needed them.

maybe it'll relate to the possible theory of a garlean possessing the echo? maybe those who have the echo can just naturally learn to cast spells.

I think goblins are a 'muggle' race too.
