Come to think of it. The Ivy was only arrested not killed. And it was hinted that her true loyalty might might not even belong to the Garleans. I like spy stuff. Hopefully the liberation of Ala Mhigo will involve lots of cloak and dagger.

Actually, they can. It's stated in the lore book that they simply have little ability to manipulate the aether (but not entirely incapable) but the extent of it is unknown. Lucia can be seen casting cure during the fight with the other grand companies in the tourney. It could have been an accidental typo they forgot to correct, or she was using an item to imitate cure, or simply they really are capable of magic. I assume the ones that do cast spells probably struggle to reach the same potency as other mages do. I recall there being a few other instances of Garleans using magic, but I can't bring the specifics to mind.It should be noted that the reason you will never see them playable - at least not the silver-haired "pureblood" Garleans like Cid, Livia, and the emperor - is that they are congenitally incapable of using magic. Cid and Livia never cast a spell, and it is the reason that the empire relies so much on technology. That would shut out every Disciple of Magic class, not to mention aether-using abilities of non-mage classes.
Every magic-using Garlean is some dark-haired conscript of a conquered nation, using a Midlander hyur who probably wanted nothing more than to serve their term of forced service in peace until the Warrior of Light breaks into their castrum to kill them for crafting mats...

There's a garlean officer in a fate who casts spells, this could be a foreigner though. Or similar to Lucia it could just be there for the sake of gameplay and not really canon on the lore side of things.

The lorebook does say that they can cast spells. It's just very very rare.

Well, we might learn soon enough. Maybe tomorrow. Regula might be able to cast magic. If not him, Zenos. You do not put loopholes in, unless you plan to abuse it.
The question is: Why is is rare at all? They are the only muggle race we know of.

I would not be surprised at all if Garleans were the result of Allagan experimentation. We know that they experimented on the spoken races and such experiments resulted in fairly "intelligent" chimerical creations.
Their 3rd eye is capable of advance spacial awareness, which gives them an advantage when it comes to operating machinery and guns? Perhaps it was their plan on controlling the masses that were revolting since they won't able able to use aether to augment their abilities and use magic?
I even like the idea that proto-Garleans were the base to create the Gigas.
Not sure if it's still the policy, but I do remember reading that Echo users are not liked by the Garleans and are considered the same "level" as the beast tribes.
Back on the subject of Garleans having special op, I think they did make use of Ninjas. But after Gekai's defeat and failure the Garleans no longer needed them.

maybe it'll relate to the possible theory of a garlean possessing the echo? maybe those who have the echo can just naturally learn to cast spells.

I think goblins are a 'muggle' race too.
