But they don't want a small group to be stuck fighting one thing forever so it's not like they can keep increasing it as time goes on.
Considering how much more powerful we are getting, being stuck in a fight on hunts wouldn't be an issue. The dev team needs to realize the more geared we get, the less a hunt lives. they just plainly die too quickly.
