Would something like Flex raids from WoW work in ffxiv and would it be something people would use? I ask because last night i spent 120 minutes waiting for a void ark i gave up in the end something like this would be great for the older towers

Doubt it, considering that in WoW, there was 10 and 25 man versions for most raids after WotLK
FFXIV only has 24 man, so its mostly set up to have 24 people and have mechanics that surround it
Well, it depends on mechanics. Currently, there is a system in place that scales FATEs based on previous player participation. Future raids and other content could use an advanced version of this that scales enemy stats, damages, and mechanics based on the number of people in the raid.
For example: LotA: Raid-state: All mobs HP and damage are altered based on total raid participants. Atomos/Phlegethon Mechanics: adjusts the number of people required on a pad based on total raid participants. 2nd boss would adjust the number of people debuffed each round. Basically, remove all effects that target based on alliance team membership, and set up different logic functions, like the equivalent of a party composition.
The current raid mechanics are heavily tied to the alliance system, and moving away from that with alternate logic checks would make it much more feasible.
For one it would be good if you could explain what exactly you're proposing, not everyone here plays WoW.
Basically the raid can have 10-30 people in it and the bosses HP and abilities scales to the number of people in the raid. So basically they just had to make 20 different versions of the same raid to accommodate the various number of players going in the raid.

The fundamental problem is 24 man raids in FF14 work as 3 separate parties rather than one large one. As a result flex doesn't necessarily translate that well.
This is of course ignoring the potential technical hurdles in implementing such a mechanic in FF14 existing programing.
I remember that in some interview Yoshida mentioned the possibility of "scaling" the number of players required for older towers and that they were thinking about removing the trashmobs between one boss and the next one. It was almost a year ago, so I guess they eventually drop the idea ...

Raiding as a whole has a small community. Putting limited resources in into scaling would just complicate things and only serves a small percent in the community where it can be put into something else that would better serve everyone.
