Just to add on to this.
They specifically mentioned "Fisher" on the slide.
In 1.0, fisher did have a Fishing Spear in it's offhand slot. However, it was very limited to streams and under utilized. With swimming and diving added, it seems like the most opportune time to reintroduce it.
I guess we will be able to access hidden caves with monsters only by diving/swimming so it is not just for gathering. I never played any MMO with underwater combat, my only experience is Emerald Weapon, why is it that bad to have underwater combat?

Y: In Heavensward, you unlocked flying after finishing the main quests in that area, so it wasn’t really necessary for the main quests. With swimming and diving, you will need it for certain main scenario quests, which is why you will need to get the ability to do so. Other than the MSQ, you won’t be forced by the game to swim/dive. However, there will be content for it that will expand the game experience. Flying is only a means of transportation, but there is content that you won’t be able to do unless you dive, which gives it even more importance than flying.
F: Will there be dungeons and towns underwater?
Y: Um…. (laugh). I won’t say no.
Underwater combat is inevitably a bad feature in MMO's like this one, because the combat system isn't really designed for full utilization of the vertical axis. Making it functional is one thing. Making it not look like trash is another, as you deal with attacking things directly above and below you, and getting proper animations for everything underwater. The ability to fight in a full 360 environment like that doesn't really come easily, animation-wise, for an MMO.
Edit: It's also typically very frustrating because it is way more difficult to see enemies.
I bet they will limit it to zones where you cannot fly. I don't think this will be a traveling method more like an option to go underwater and maybe also add some quests.I personally don't like how they are adding swimming. It just seems so wasted compared to flying. Once I get the aether currents what need would I have to go in there beside gathering or being forced to go in there? I just hope they don't invest too much into swimming then in the end its not used much. From what they showed just seems like "hey we have swimming now! for reasons!". I am glad you can't fight in water but any game which has swimming ended up just being a waste and never done right. Which is why most games not don't invest much into swimming now... it's just not worth it for a way of travel.
Underwater fighting monsters and some likeness to Leves is available on GW2 it worked great and was a lot of fun, plus they added new gathering items and the rewards where pretty decent. I suspect it will only be in Stormblood zones. Unfortunate but likely.
The animations look pretty nice in the video, and I appreciate that it looks like they're making an effort to populate underwater with scenery instead of leaving it a barren wasteland. xD
I thought it was confirmed that swimming would be added to older zones? Eastern La Noscea was (I think) confirmed to be one of the zones you'd be able to swim in, unless that was just fan speculation after all.

Is that so wrong?From what they showed just seems like "hey we have swimming now! for reasons!". I am glad you can't fight in water but any game which has swimming ended up just being a waste and never done right.
