Gilgamesh is not what it used to be, most players I knew left to Leviathan. I believe Leviathan is the next big server next to Balmung (still not decided on going to Levi or Balmung).

Quite the contrary! Gilgamesh is still #2 to Balmung. FFXIVCENSUS.COM.
My question is, why not try to add neutrality to the population across the data center? I'm sure at least 80% of all players will give the "data center" option on party finder a go, to fill up faster; so lets not just go from cramped to even more cramped, and give servers a chance!

Seeing I know people from both, and am on Balmung. It really depends what you're looking for. Balmung heavily favours roleplay, which does keep most of the city state areas highly populated. It's also developing a more casual focused raid scene. Levi seems more like a smaller Gilgamesh.

While I am two months late, I can state that there is a group of us also making a call out to attract new players to Mateus. Though I am doing it through the Hydaelyn Roleplay Coalition, because the Roleplay community on Balmung is massive.
Folks cannot always afford to pay and it has gotten that bad. Those who are interested in roleplay and have trouble getting on Balmung or even Gilgamesh, can come a smaller server, with a lower population, and able to maybe achieve some of their dreams (such as owning a house) with little problem.
There are even groups trying to do this on Jenova and on Sirenl. Cause as RP goes... And being on Balmung since Besaid... Balmung has become overly crowded. Which is why having these smaller servers be represented is a really good choice. People shouldn't be afraid of small servers, they should see them as a opportunity to make something grow that can make a better for the community for all.
