    It took me a lot of looking around and messing with things I shouldn't have to, but I have resolved this ridiculous issue (at least for me since fixes do not seem to be universal). Here is what did it for me, hope it helps!

    Opened all suggested ports on router, manually input MTU setting to 1360 (no idea what this is or does, change it back to 1500 after is what I was told), and set my DNS settings to google (8.8.8.8, 8.8.4.4) initially and once that stopped working changed it to OpenDNS which can be found on this list, among others, https://www.lifewire.com/free-and-pu...ervers-2626062.     The problem has to be in Square-Enix's end/setup since

    a) if it's the DNS (in the middle of transaction the patcher looses the name to IP translation) then most likely they have a bunch of servers where you download this and one of them has wrong setup for DNS, somewhere. Otherwise it wouldn't download ANY patch files.

    b) Changing you MTU (pack size) weird that you would have to touch the Standard Internet Pack size to be able to download updates from a company the size of Square Enix.

    c) VPN...really if you need to install software to be able to patch a video game ...that's like Microsoft telling you to do that to update Windows.

    Honestly it's not just a ps4 issue either. It's for sure not my ISP's problem either, as my ps4 has no issues downloading, but I can't get this thing to install in my PC for the life of me. changed mtu, used VPN, changed DNS, reinstalled, tried all of them again. And I used to play this on this PC before, just came back recently, so I know it's not the pc, as nothing with my setup has changed, either.
