    mouseover tool tips

    I am not sure if I have turned it off, no turned it on, or if there isn't any, but mousing over things like enemy's and npc's doesn't show a tool tip, it works on bags and items, just not on mobs/npcs.
    Is this working as intended?

    Sounds about right, I can't recall ever having seen NPCs have any kind of tooltips, only items and abilities/skills.

    There's no tooltip, but you can right-click for a menu of available actions.
