Your talking about a tank class which again wouldnt last long to begin with. Tanks themselves dont have much of a hold onto casual players when just you are trying to tank in a raid. End Game is very stressful and not many wanna play stress inducing classes. Hell you cant even use Limit break which honestly should also get reworked so that way we can do damage with them as well not just per what classes do.
