I don't think you understand how bonus incentive works. The tank/healer shortage has nothing to do with the bonus system in the way you describe. If anything, the adventurer in need bonus is not a big enough incentive. You're grossly overestimating the bonus exp acting like tanks level twice as fast because of it (they don't.) Not to mention the incredibly flawed idea of giving those who wait the longest the reward, because all that does is incentivize people to play DPS even more which will only increase the queue times even more.

As it stands, a paltry amount of bonus gold for roulette adventurer in need is not an incentive. SE would do well to change that bonus to something that's actually worth something. If say they added bonus tomestones then we'd likely see an increase in tank queues but for some reason they seem content with their current reward system.
