While I'd want BLU to be added, I'm like you in thinking Yoshida wont actually do it, unless he make something "Almost" like it, as he did with SMN, or worse, AST (Which is Time Mage mixed with Gambler, which was unnecessary, and could have remained Time Mage in its current build. Heck they even made the AF for Time Mage, only to change it into a crafted armor, and recolor it)

But I disagree with your logic.

Looking at FFXI as an example, if you equip spells, you wouldnt have skill bloat, as you'd have a limited number of "Blue Magic" slots. (and some abilities might not be tied to those slots, which are basic Weapon Skills/CDs.)

Next, looking at how equipping spells in XI granted you special passive traits, Id change that into every spell falls into a category, and you need certain "Categories" to complete your chains.
So lets pretend there are 3 "categories" of spells, A, B, and C.
Literally becomes "Cast A type spells to pump up B type spells, and B spells build up stacks for C type spells."
Or how ever they wish to handle it.

My personal interest would be picking between the 3 type of DPS in play style.
Melee attacks with positionals.
Ranged Cast bar damage spells Spells, usually needing to watch stacks.
Ranged short cast bar spells that do less dmg, but offer support like BRD/MCH.

Id then want a limited number of slots for spells which can either give DPS boost (A self Haste for example), a mitigation boost (Mighty Guard for more defense), and a heal (White Wind) and if BLU ends up a DPS like RDM, then you'd use the DPS increase for hard content, but instead equip the other two in more solo friendly encounters.
(Pretty much what DPS do at lower levels, soloing content, needing heals, so they cross class something to help them survive)

in prior FFs, not all enemies had magic to learn, so its not like we need a spell list of 999 possible spells either.
Though my suggestion is the equivalent of making 3 new classes, to which is another reason it most likely wouldnt be made.
