Technically they could add 1 more ranged job, but I think since we just got Dancer they will wait on that, and when they do I suspect it might be a limited Job.
As to why people feel Healer is next, simple we had a Tank & DPS this expansion, last expansion had a Melee DPS class, and a plus one limited class at the end. The last healer added was over 5 years ago, and there is room for a 4th full healer class. White Mage fits the stereotypical Magic Healer role, with Druid and Geomancer abilities, Scholar likewise is a classical healer with a pet, Astrologian combines the classical magic healer with time mage and gambler abilities. What we technically are missing are the magitek healer and the Chemist. Since the hints lead us to believe Chemist is coming, and because they admitted long ago that Chemist had been in the works to be released in Heavenward, one can easily put two and two together. Leading to the simple conclusion we are getting Chemist, but it might be called something updated to align with the theme of the next expansion.
If anything, I suspect that we will only get one full Job, and maybe a limited ranged job later, which would fill out the job lists with 4 jobs per primary role. (Tank, Healer, Melee, Ranged, and Caster.)

BTW I'm leaning to Medic, Doctor, or Physician, over Chemist because of alchemist and because the odds are we are facing off against a shattered Garlean Empire, and rescuing Sharlayan from Zenos.
And why would Zenos be interested in Sharlayan, because hunting other worlds would be something he would want, and where better to learn how to do that than the seat of all knowledge. And why do I say a shattered Garlean Empire, because Zenos is Emperor now, and he could care less about the Empire, he wants melee combat that challenges him, he'll destroy Garlean weapons of mass destruction and than travel the land looking for a good fight, leaving the empire to its own devices, while it's in the midst of a rising civil war, and an idiot Ascian who just wants money and power for fun and games. Literally the threat of a powerful driven Empire died when Zenos came back. However, this doesn't remove them as a threat, if anything they are more dangerous now than ever because of the lack of leadership.
