Wouldn't this be counter productive? If by chance that person isn't afk bottling and catches wind he could easily report you for harassment, which in turn will put you on SEs 3-step banning process.
If a friend recorded a time for it they could report using that information as well. I feel like that advice may hurt people more than turn someone into a pariah.
Not sure why people even seek advice on something like this. Simply confront them about it and deal with it directly with them. They aren't breaking any laws here or risking prison time, its just a game. Don't think too hard about it, just communicate.

People don't know how to take criticism anymore, and bad play is rewarded with with a coddling mentality. Yes, this is a casual game for the most part - that doesn't mean people need to walk on eggshells in fear of getting reported for pointing out things. This whole 'please don't say anything even slightly negative' mentality that we seem to be going towards and the devs seemingly pushing towards it is creating a disturbing trend.
On the contrary, there are breaking of laws. SE's laws. The ToS. You can get your account suspended (the "you" here is in general, not "you" you.) :P
To some people, their character is infinitely valuable. Might be "just a game" to you, but it's "more than a game" to some others.
Talk with him/her and confirm that its your friend playing behind that character and not that he/she is hacked. Personaly, I would overlook it, but I would tell them that if they are caught, they will lose everything. I would not report them, but I will try to convince them to stop it.

I'd talk to them first; it might be against ToS, but it's hardly something nefarious like hacking someone's account. If they persisted, I probably wouldn't be friends with them anymore, but I wouldn't report out of respect to our past friendship. If they want to jeopardise their account, that's their prerogative. I'm not getting myself involved in their mess and getting their character deleted just to validate my own sense of moral superiority.
Considering this is just a game, I would most likely let it go, especially if it's a close friend. I don't think even unlimited gil is such a big deal in this game considering that most things of any consequence cannot be bought or sold. At most they have an unfair advantage in A) vanity items or B) equipping all of their jobs with the crafted i250 gear. Neither of those are things over which to risk a friendship.
