Don't know if this helps, but I usually do this. If a tank ever used the countdown, at least 7 sec. left or test it out on a dummy.
Quelling>Raging>BfB>Hawk>IR, Straight. By that time the tank pulls...cont. Venom>Wind or vice versa> Barrage>Empyrean.
That's how I usually opens. The buffs and crit hit rate will increase the dmg on your DoT, but also the barrage>Empy combo. I doubt you'll lose the buffs while doing it.
Usually I save the buffs til barrage is up or if the team trying to speed kill. Although I'm not sure if using the dmg ability buff, venom/wind DoT combo, if you used Iron Jaws, will it reset it to where it used DoT dmg w/o the effects of the buffs?
Iron Jaws will reset your fully buffed DoTs.
Are you just having issues in general or with specific fights? I haven't played bard this tier but for timings I could help out a bit. Another thing some people do is fluffing their parses by using pots during AOEs and such so...there is always that too.
Two tips some people seem to miss is use Hawk's Eye and Blood for Blood together. Also time your buffs so you can hit 2 Empyreal arrows inside your buffs. (I usually use buffs, IJ, EA ... then EA, IJ at the end to extend duration of buffed dots.)
I looked at your character on lodestone and one thing you should do is upgrade your bow to 260 it will help a lot.

for me bard has it easy for rotation... Not much rotation actually..
- straight shot must always up
- 2 dots always up and refresh (use iron jaw)
Thats about it, the rest is your heavy hitter skill, once everything is up and on cooldown, just spam your heavy shot which shouldnt take more than 2-3 shot before your other skill is up and ready (or need to be refresh) again
Flaming arrow on mobs, just make sure tank has stop moving and start "tanking" the horde
Dont save your long cooldown like barrage for example, it has 90s CD and if you Time it right by the time you reach boss it should be up and ready again
Always watch for bloodletter proc
Dont forget your song FR if you have magic dps in your party (NIN included), standard mobs just turn it on, when the mobs is dying (like 2-4 hits left) turn it off, boss battle turn it on + battle voice, just leave it until you OOM (standard procedure for casual DF)

If it were as simple as keeping dots and 1 buff on jd be a brd main. Whatever partof my brain I'm missing that won't allow me to understand procing and using randI'm combos of abilities buffs in every possible scenario is too much for me to grasp on brd. Won't ever give up on it just have it on the backburner till I find someone who can make itclick in my head somehow.
Does your group have a dragoon? If not then you're losing out on that piercing debuff.
And a mch ? Drg/mch buff you like hell.
