While perception has nothing to do with catching rate, it definitely has something to do with size. HQ fish are larger than NQ fish, which is why "HQing" is favorable for collectables, as the size of the fish translates to the collectability.

Base HQ chance (with enough perception, excluding the increase from Patience I/II) likely doesn't go past 15%, similar to Miner/Botanist.

Gatharing affects directly will you be able to catch HQ fish of given size.. i think it follows same parabolic line (and that parabole is tiny compared to ather areas where paraboles are employed) like crafting for HQ or gathering for HQ. Because its parabolic line, if you have enough gathering it becomes less and less likely that fish will break your line and escape or fish will simply escape because its generated size will be higher then your gatharing threshhold..... all that goes on top of inbuilt escape %tage for bigfish and many heavensward fish. Most noticable for me was when i use food to boost perception for lvl50+ leves, at that time my gear barely made requirments to land fishes. But those windows soon become irrelevant as preset escapage for bigfish is direct countermeasure for our Gathering stats, because if it would follow only parabolic line principle we either would catch bigfish all the time or fish sizes would need to be too big to make them escape based on mathematical logic, but that is too much even for eorzean common sense of measurments
