    I don't think a 980 will give you 60fps at 1440p.
Perhaps if you lowered a lot of your settings off Maximum, some right down the bare minimum.

turn off windowed mode might help.

system rendering the game and desktop simultaneousy likely eats a good chunk of your power.

prolly find windows does the buffering in windowed mode and not your gpu...

also don't think sli works in windowed mode... but I haven't used sli for years so that may have changed.

It works in full screen windowed mode.

As to OP i'm running the game at 2560x1440 with 970 sli which should be equivalent to your 980 ti, at frames over 70-80 in crowded cities (best benchmark areas)

But since the resolution you're running at is ultra wide, it skews things a bit. Your results are definitely on the low end of spectrum. I know for certain water tessalation at max is extremely taxing on just 1 card setups. Have you ran any tests outside your native resolution? (for science)

Edit: Did a benchmark for reference with everything maxed out. Your rig is more powerful than mine and should have no problems with the game at your native resolution. Sorry for not being much of a help here but at least you know your rig should be capable for much more.

I'd like to point out the benchmark results state you are running 3440x1440, not 3200x1440.

I have a single 980 Ti and running the benchmark at 3840x2160 (aka 4k) gives me a slightly higher score.
