I wanna say you'll have to wait. I remember someone having this issue last year.
On this line of thought, I think it'd be nice to have some event-weather related sight-seeing log entries and fish that you can only get a chance at once per year. Would add a bit more to the event around the other towns, I think.

It DOES count as rain - but not as other weathers. So while it's great for catching Raincallers, it's not so great for catching Sweetnewt (requires fog). If you're after Sweetnewt, you're just gonna have to wait. I ran into that very problem a couple years ago, as I was working on Big Fishing at the time and was annoyed to learn I'd need to wait until after the holiday season to catch that particular fish.
This isn't so bad, though; Sweetnewt is purely an optional fish to catch, while Raincallers are actually needed to progress in the Fisher questline.
