Because the walking talking subbing tools think RNG is still a valid "gameplay" trope for player retention.

To be fair, the other loot system they have in place for some of the trials makes more sense, where within 10 runs you either have a stab at getting your weapon drop as RNG, or turn in the 10 tokens you automatically obtained one per run. Wish they applied it everywhere else. People got other stuff to do with their time than to lose rolls to tunnel vision programming.
