Maybe I am wrong, but I remember Rikku Minion only being given to you, if you buy the NA Livestream or go to the NA FanFestival. What do you mean with archives?

He means if he buys the NA stream after the fact, and I believe the answer is yes. The 2014 archive allowed you to get the ingame items, and the codes are shipped with the receipt, so I assume they can be gotten that way.

Same place you bought it before. It's the exact same purchase, it's just that the livestream ended and you only get the archived footage that people who bought beforehand have.

This blog post says:

"・The archived footage, coupled with the in-game bonus item code, will no longer be available for purchase after August 31, 2017." So yes, the archived footage does contain bonuses (the JP one has the exact same expiry date, as will presumably the EU one).
