I'm from Argentina and I'm also having that issue. I think both countries work with Level 3, which is the one being DDoS'd right now.

EDIT: However, I was able to log in for now.

Good news, I was just able to connect to Hyperion now, and my sister playing from the same house was able to get on Malboro, so if anyone who also routes through ormuco (that seems to be what we go through) is looking for a sign of hope, here it is. There was only a queue of 15 people on Hyperion, so I think something big (probably level3) is still down though.

Can use the tracert command in command prompt with your server's ip to see if you use level3.net or not. If you do it will be one of the "hops" you take to get to the server on the list.
