    Running Dx11 with FPS below 60

    Hello, I recently decided to change to Dx 11 because I've been running with dx9 for so long and was just too lazy to try it out.

    When I switched I noticed my FPS is always around 50fps and 60fps in instances unless there's some busy work going on like when spells are being cast or enemies are using their special skills. I did do the Heavensward benchmark test before it release and got 60fps even above it unless it got busy on the screen.

    My friend looked at my specs and said I should be fine to run DX11 at a perfect 60fps and I really don't want to doubt their word on it but I thought I'd get some opinions on the matter.

    Intel Core i5 4690 @ 3.50GHz
    Haswell 22nm Technology
    RAM
    8.00GB Dual-Channel DDR3 @ 799MHz (11-11-11-28)
    Motherboard
    Gigabyte Technology Co., Ltd. Z97X-UD3H-CF (SOCKET 0)
    Graphics
    MONITOR (1366x768@60Hz)
    Intel HD Graphics 4600 (Gigabyte)
    2047MB NVIDIA GeForce GTX 750 Ti (Gigabyte)

    Would I need to upgrade my video card or would it be an entirely different matter?
    I'm not the most tech savvy person around, so any help is appreciated

    I think you might try and upgrade your graphics card. I have a 1070 and run directx 11 on max settings with stady 80~100s fps. So you might try upgrading yours.
    50-60fps is still good (not a huge difference). Everything depends if you are willing to upgrade and what's your budget.

    Your GPU is lagging behind a bit. Might be a time for a complete system overhaul soon-ish in your case.
    I'd say keep using DX11, but lower things like shadow shadow quality or something like that. DX11 atleast in theory should have a better performance overall, but it also introduces a bunch of new settings that might be a problem for lower end parts like that.

    Download the heavensward benchmark, switch between dx9 and dx11, see which is better in your case.

    I'll have to go and upgrade if that's the case and I was willing to do it, found a good graphics card that's affordable to make my gaming experience much more enjoyable.
