Most likely no, since it would be difficult to tell a visual mod from a mod showing you where rare hunts or the forsaken hoard are located. Most automated systems would just see something running that is in someway impacting the game and your banned. Mods would be nice, but it would be hugely unfair to our fellow Eorzians who choose to play on consul.
I never understood this mentality. When you choose a system, you automatically choose it's advantages and disadvantages. I don't understand why PC players should not have mods just because console players can't have them.
PS players have PSN Chat that PC people don't have access too while console players have access to most chat systems through a phone or so. I don't see any PC player complaining about that. People should be able to use their system's advantages without having to worry that it is unfair to others.
If they release the new App they mentioned with new functions, chances are that older phone won't be able to utilize it. Will they hold back the app because not everyone can get a new phone? I highly doubt it.
The situation here now is that mods can be highly abused and even harmless mods get you banned because SE is not able to distinguish what mod is running. I don't agree with cheating mods but some visual ones would be awesome. If any console player would be sad about that, they can always move to PC or SE does like other companies did and make those add ons available for console.

More seriously, maybe SE could make some kind of a list of mods that would be allowed cause no impact on gameplay ? Like bare feet, better graphic etc ?
People don't know how to take criticism anymore, and bad play is rewarded with with a coddling mentality. Yes, this is a casual game for the most part - that doesn't mean people need to walk on eggshells in fear of getting reported for pointing out things. This whole 'please don't say anything even slightly negative' mentality that we seem to be going towards and the devs seemingly pushing towards it is creating a disturbing trend.
Really only because we're all playing the same game - in case you haven't noticed, people aren't commonly complaining about skyrim PC players having access to SKSE and a myriad of mods while players of consoles are far more limited.
That's why you can't allow people too many gameplay advantages caused by their system. And since SE can't tell which mod does what...they have their "don't show, don't tell" policy - on parsers as well as visual mods.

I did not expect the Starlight Snowdrift (Outdoor Furnishing) to be that large. Nevertheless I've installed it on the garden, and it allows to throw snowballs like in Coerthas![]()
I love the size, I hate that they clip with each other >.<
Trying to create a completely snow-covered garden proved to be impossible without very obvious ugly clipping (that I'm totally not used to, because in general, furniture in FFXIV can be combined seamlessly![]()
Can't you hide the clipping part with other decos xD?
