If you play on PC, you can try to use a VPN to reroute around Level3 and access the game.Edit: I see you already mentioning WTFast. Ugh...trying to read too many threads at once, I suppose. My bad lol.
I've seen people suggest using WTFast, but it does cost money. The free trial would last long enough to help you through this connection problem, though.
There isn't really anything that you, yourself, can do. Same for SE. Level3 is an independent company from them, so it's up to Level3's technicians to address the problem, or inform ISPs that route through them of the issue so that they can redirect traffic.
SE won't offer refunds for subscription costs because a major internet backbone is having issues, unfortunately. :/ I think the only reason they would offer any compensation for lost game time would be if they themselves were the issue (I seem to recall reading something about them once having server issue around launch, and they gave everyone free Fantasias or something as a "We're sorry our servers are terrible.").
