If it is an issue with the Level 3 Server... I can't really believe it is an issue that Square Enix can fix, as from what I am gathering, Level 3 is a major Internet Hub, not something that Square Enix controls. Thus it would require the Internet Hub fixing the issue, which could take anywhere from a few hours to a few days, and it wouldn't be worth getting mad at Square Enix over since it isn't there fault.
